Sparse LED panel in Kawasaki

The road sign looked nothing special. It was showing letters scrolling from right to left. However, when I went closer, I found that the panel was really sparse. It is surprising that this sparse panel can produce readable pattern.

 

This panel must utilize persistence of vision. When each vertical bar shows something scrolling, human eye interpolate the pattern in the space between the bars, and sees continuous figure scrolling.

 

This panel exists at the railroad crossing of JR Nanbu line at the south of Kawasaki station.
