The white and orange bus is Airport Limousine Bus operated by Airport Transport Service Co., Ltd. I think this area is not in the route of the bus service. Perhaps the company has a base here?
(When I wrote the description, I had not noticed buses parking near the left edge of this photo. It seems that the parking was the destination of the bus near the head of the monorail train.)
