Pokemon GO Park gathered a lot of people with smart phones. Mobile carriers sent mobile base station systems to the event, and the vehicle in this photo was one of them.
The parabola antenna faced toward the west. So, it seems that it was not communicating with the satellites, but an adjacent base station.
