Base of a Bar at a Railroad Crossing

I took this picture at a crossing near Wakabayashi Station of Setagaya line.

 

The base of the bar has a complex structure. Normally, the bar is fixed by the springs. If a car hit it, it will not break, but will be detached from the base.
