After the earthquake in Kobe, the Japanese government revised the quake-resistance standard of the elevated ways, and reinforcing them if necessary.
Dai-san Keihin is an expressway between Tokyo and Yokohama. As the red rust on the wall suggests, the road is quite old and the government decided it required reinforcement. They attached a steel plate on each side of each support, and bound cables to it so that the support would never fall down.
