If a big earthquake makes a level difference on road surface, this slope and the bags under rubber sheet would make temporary road. The slope is made of evaporated polystyrene, and the content of the bag is evaporated glass. They are strong enough to support a car and much lighter than iron-plate-based slope (a piece of EPS slope is at most 30kg, and an evaporated glass bag is 5kg).
Shutoko Company also displayed board made of fiber-reinforced plastics to go across a gap. Unfortunately, I failed to capture the tool.
