Steps under Elevated Railroad of Odakyu Line

It is interesting that a barrier is located across the road at the top of the steps, on other side of the elevated railroad. It seems that its purpose is to stop bikes so that they would not jump into the steps. The steps are dark under the elevated railroad, so someone may fail to find them.
