As told in the description of another picture (link), it is a common mistake to confuse Yokoami with Yokozuna. However, there are not many chances to see the error made by the Tokyo metropolitan government office.
It is interesting that the name of the town is written correctly. The error exists in the name of Yokoami-cho park.
