The blue train on the bridge is a Romancecar MSE. According to the timetable, it seems to be “Metro Hakone 23.” It would arrive at Hakone-yumoto at 16:54, one hour twenty minutes after this moment.
I do not see passenger in the train. Maybe there were not many people going to Hakone at this time of weekend.
