Those construction vehicles were constructing Tsukiji-Toranomon Tunnel. The tunnel will be created over the existing Shiodome Tunnel of Shutoko (metropolitan expressway) Inner Circular. The space between Shiodome Tunnel and the surface of the ground seems close.
