The building with the arch is Indoor Ball Sports Field in Komazawa Olympic Park. It was used for volleyball of 1964 Olympic Games. This photo was taken during recent reconstruction work of the facility. But the work did not have anything to do with 2020 Olympic Games. The building just got old.
