Tunnel under JR Tracks at the North of Tsurumi Station

I see a rough terrain crane stopping in tunnel under the railroad track. The letters on yellow bar say the headroom is 3.8m. Japanese traffic law defines the maximum height of cars should be lower than 3.8m except some special cars. But the yellow bar might be hit by some cars. The bottom part of the height sign is torn.
