I think those construction machines are building a ventilation system for the tunnel of Shutoko (metropolitan expressway) Yokohama Ring Expressway Northwest Route. It will connect Yokohama-aoba Interchange of Tomei Expressway and Kohoku Interchange of Daisan-keihin Expressway.
