Pipes at River Improvement Work Site

Document by Kanto Regional Development Bureau of Ministry of Land, Infrastructure, Transport and Tourism says that the bank had been worn away by the river, so it was required that the space between the flow and the embankment was widened. When the work finished, the part shown in this photo became a very short branch, or a pond.
