Tsurumi-jinja-mae Pedestrian Bridge

The road goes under JR tracks here. The sidewalk on this side does not have slope. Probably there were buildings already. On the other side is just a park. So, tbe sidewalk is at the same level as the road. It may be part of the reason why this slanted pedestrian bridge was built. But I do not know the reason why the designer did not made longer stairs on the other side. Limited space?

A Keihin-tohoku Line train is running beyond the slanted pedestrian bridge.
