Tail of Oil Tank Freight Train near Tachikawa Station

I took this photo thirty minutes before “Oil Tank Freight Train on Chuo Line.” I think the two photos show the same train. It seems the train had stopped at Tachikawa for nearly half an hour. Maybe the train had to wait until the track was clear.
