Shutoko Central Circular and Closed Takamatsu Entrance

There is Takamatsu Entrance near the traffic signal. When I took this photo, it was closed due to renewal of tollgate. If you look at this photo closely, you will find a person sitting in front of the gate. I do not know what he was doing. Perhaps to tell drivers alternative entrance?
