Keio Line Train Running at the Western End of New Underground Section

The piece of paper on the fence says that no parking is allowed here because this is part of a road. It seems that there was a railroad crossing here, and it was removed to make the track lower for the new underground section. Will the road be left disconnected? Or will a new railroad crossing or overpass be built? I do not know.
