Pittsburg & Lake Erie was one of the railroads quick to grab a few of the GP38-2's that were ordered by Rock Island and never delivered. Within a few years P&LE itself was loosing business due to the steel industry fading away and sold the units to GTW. GT did a quick patch job on the black P&LE units and pressed them into service. As far as I can tell from other photos of the unit, it spent more time on GT in black than it did for P&LE. I think it's still working for CN, but not sure if it's gotten back to black for them.
