Section of Building 200% of Normal Size - Queen Emma Building

I posted a photo recently and it showed this building (Queen Emma Building) with strange attachments or decorations on it. This photo here has been taken from the image following this one, and I blew it up to 200% of the actual size. I have kept the bigger size so it can be opened in a large size.

 

I have no idea what these things are!
