LA was rainy on this day, and the cloud base was pretty low. So low, in fact, that in the hills (on top of one of those hills is the Getty Center, where this image was taken) were in the clouds. Aiding the fogginess at this particular point was an air exchanger or boiler stack or some variety of device which pumps out air significantly warmer than the ambient air temperature at that point, which created the clouds in the foreground.
