Matthew Carter hold an all hands call for all khaki leaders (E-7 and above) on board Fleet Activities Yokosuka, Japan, June 7. The two admirals explained to the assembled leaders the reasoning behind a temporary liberty curtailment and alcohol restriction in Japan and challenged the khakis to take ownership in the recent spike in alcohol related incidents.
