Wessex Area War Department Works & Services - official war service badge (1915 / 1916)

This appears to be a regional On War Service badge issued by the War Department. However, I am unsure how it fits into the series of official badges issued by the War Department during WW1. If anyone can supply additional information about this badge I’d be glad to hear from you, thank you.

Such badges were issued to distinguish those exempt from serving in uniform. Most of those exempt or “badged” were exempt from military service were skilled workers deemed essential to the war effort. The issue and use of these official badges were all controlled by recording who was entitled to wear the badge and identified by the badge’s number, in this case No. 2117.
