Poor dead dog near my house

I spotted him during an introspective walk down my block. I called the local P.D. and told them but they said they couldn't do anything about it except email some company. Later that evening I got bored and so did the cops. I went down to see if it was still there to snag this pic. The cops pulled up right behind my car with the owner of the dog. I'm sure it looked strange but they didn't mind I was taking pictures. You can't tell from the pic but the dogs left eye had popped out.
