This is the memorial at the Manzanar Relocation Center in California, USA, where more than 10,000 people of Japanese descent were interned during WWII without due process. Many of them were US citizens, born in the US, who had never even been to Japan. A pilgrimage to the site every year in late April commemorates the "internment" in the hope that such a thing will never happen again.
