Toronto in the distance

I was surprised to find that Toronto is visible from Niagara-on-the-Lake, even on a hazy day. It's thirty miles across Lake Ontario. (Too back that there's not a summer ferry.) I have read that there is a certain atmospheric effect that makes objects that are far distant appear closer when they are seen across water. I wonder if that is happening here.
