Unknown logic

What was the logic behind a construction like this? 20th century engineers replaced granite slabs with concrete at this irrigation tank spillway in Sri Lanka. But what was the underlying design the ancients used? We can assume it wasn't an accident. The spillway and the tank lasted some 2000 years.
