Evening dress. Waiting for the party to come home

What's the reason why I cannot go out for having a beer with my friends this way without being censoreded?. It would be wonderful if we had the chance to go out the way we prefer, always within some limits - not being offensive. But this is the big question, where are these limits? am I in or out?
