Japan liked Mutant Turtles and X-Men, so...

By 1995, the TMNT brand's popular started to wane in Japan but it was still prominently marketed. Takara wanted to revitalize the franchise and put their own touch on it, brining in elements of Super Sentai and perhaps even a little styling from the X-Men's Wolverine (another US franchise popular enough in Japan to warrant heavy marketing around the same time).

The "Super Turtles" era is primarily remember through the action figures and the episode-length anime OVA, but Dengeki Comics also published a three-volume series of manga that provide a different look at the phenomenon. Featured prominently in this ad is the "Super Mutation" variation on Michelangelo.

This scanned advertisement promotes the first volume of Dengeki "Super Turtles" adaptation, and also Dengeki's 15-volume set of episode adaptations, with special mention of three more special books. Front and back sides of the flyer are shown here in a composite image, showing off some promotions of other NHK-related material which Dengeki Comics also adapted.

This fold-out ad was included as an insert inside some of the Dengeki volumes.
