The Technomancer integration into the Neo-Imperium has brought all sorts of mechanical advances and oddities. These lobotomies are chosen from criminals, prisoners of war and people who are really really dumb. Once they have been properly "attuned" they act as muscle for menial jobs such as guarding or executions.
