The apostle Paul is writing to the Romans, reminding them that they are saved by grace through faith in Jesus Christ. He quotes from the Old Testament book of Isaiah, specifically Isaiah 28:16. In this verse, the prophet is speaking of a time when God will restore his people from exile and establish them in their own land once again.
