Shopping Cart at Beginning of River Access Path

The homeless use the shopping carts to haul their belongings to the riverbed when they want to camp there. This is one of three I saw on this section of the path the day I took the photo.

 

The grocery bags are an unusual sight. Did someone forget to take it? Or is it a delivery for a friend? I didn't peak.
