I can explain

At the time, free trade along northern shipping lanes seemed easier to achieve than peace with the Russians. The cheaper delivery of presents seemed worth the increased tension of Russian paranoia about their newly busy northern border. The melting of the last winter ice was mourned by polar bears, nature advocates and every 4 year old on earth. Polar bears and 4 year olds do not vote, so on the whole we deemed it good. When Christmas didn’t come this year, we were all grumpy and pushed the big red button to the sound of wailing children. Now it’s too late for us to fix it, but we lay this memorial wreath over your workshop in apology, and will resubmerge before the rads get too high.
