Soigneurs are team helpers, doing most/all of the scut work so racers can relax. They prepare meals for the riders, fill water bottles, do laundry, make sure bags and equipment are where they are supposed to be, give massages after the race, etc.
After the IMMEDIATE end of the race, they show up a few hundred meters beyond the finish line, with towels, drinks and food for the riders.
The finish line is impossible to see without a VIP ($$$) or press badge, so this is usually where I end up, it is by far the best place to get pictures of the riders.
