This is the traditional government headquarters of the German People.
The words over the entrance are translated to say "For The German People".
Built into the center of this building is a public viewing "dome", which is accessible through an elevator inside. The people outside are waiting to go into the dome on the roof of the building.
It was built for two reasons. One: So the people can always look down and see their government in action (transparently) and Two: So Germany's leaders can always look up and never forget who they are truly working for.
