From the museum label: This painting was long thought to depict Venice. We now think it shows Portsmouth in October 1844, with the French king Louis-Philippe arriving for his state visit to Queen Victoria. The image hums with energy. The crowds that met the King upon his arrival are visible on the left and right. Turner probably witnessed the scene from a boat. Even if Turner had completed this painting, its emphasis on colour and atmosphere above immediate legibility would almost certainly have been ridiculed in the press.
