From the museum label: Watercolor artists became adept at selectively removing media with a rag to reveal the pale tone of the paper for lighter areas. Along with some touches of white pigment, Turner used the technique extensively in the waves of this scene. Contemporaries report that he kept one of his thumbnails long to "scratch out" particular highlights.
