Antique Diamond Deer Brooch

An antique rose-cut diamond deer on 1stdibs was asking for USD $15,000.

I came across a similar diamond deer at a jewels auction recently. According to the post-sale information, it sold for USD $3,056, including buyer's premium. Looks like you can get (sometimes) much better prices from auctions than buying retail.

 

But unlike the 1stdibs offering (whether true or not), the auctioneer believes that this "deer amongst foliage" diamond brooch dates from the 1890s. I read that between 1900s and 1950s, the Netherlands produced fabulous rose-cut diamond jewels in the manner of early 18th century Georgian England. So is it possible that this is actually Dutch made?
