People in the tropics probably don't know that an ice storm is not caused by a deep freeze at all. On the contrary, freezing rain (sleet) occurs when precipitation happens when the temperature is between -1C to 1C. If it's any colder, it would come down as ordinary snow. If it's any warmer, it'd just be rain. Conditions have to be very exact for water droplets to freeze into ice as they're coming down.
The result, however, gives the impression that it's a deep freeze of -20C, as everything appears frozen solid. The temperature is actually quite "warm" at 0C.
