The metaphor here is that there are the higher value bills who portray as the “better” of the bunch. Think of this scenario as the “cool kids” group vs. the “loner”. The cool kids get all the limelight and have more value, and the lonely person gets left in the dark and does not have much value. Note how one of the bills seem to look away from the $1 bill. There is also this hidden message that no matter how much better a person seems, everyone is still a person and has value.
