Deck C contains an officer’s mess, used for diplomatic occasions. In the middle is the galley. We only see the galley once in Star Trek VI, when Lt. Valeris overcooks something. This version is laid out differently, but then this is the 1701, not the 1701-A.
Behind this is the officer's lounge, and at the very back is the VIP lounge with the large rear-facing windows.
