Bathrooms out of order for days and weeks at a time. This is at the Next Door Shelter run by Episcopal Community Services in San Francisco. These two stalls (out of four) were down for more than a week. Sometimes residents use TP to make seat covers because not all shelters will provide them. So, there's often too much TP going down the drains. Also, when staff mistreats the residents, the residents may cop an 'I don't care' attitude and not flush properly.
