Next Door Shelter Staff Monitor fast asleep. Run by Episcopal Community Services. Their job is to watch over the shelter residents, while they sleep to keep them safe... they are supposed to 'listen' for residents with breathing problems, excessive coughing and signs of conflict and violence. Hard to do that when you are busy sleeping on that tax funded salary.
