Requirement 3
This photo was taken at the UW link station. It fulfills requirement 3 because the background of the photo is blurred due to the movement of the link. I used a small aperture and long shutter speed to ensure movement of the link is obvious. The subject in the foreground didn't move so it is not in motion.
In post, I lowered the exposure because it was pretty bright and increased the contrast. I have a so played with the color a little so it looks vibrant and cohesive.
