Created B/W adjustment layer set to overlay w/red channel pushed right, rest mostly left. Set to soft overlay

 

Created Levels adjustment layer to increase contrast. Set to soft overlay, opacity reduced 73%

 

Eyes copied to own layer on top, applied high pass sharpening, set to soft overlay.

Done
