pure water? the issues

from a local vet:
dogs with severe bloody diarrhoea. Whilst we see haemorrhagic diarrhoea occasionally, the frequency is much higher than usual, and the severity of the disease much worse.
We suspect that this is due either due to an acute viral infection or some kind of toxin.
The dogs have been walking in flooded areas and surrounding villages on well used dog walking routes.
I am suspicious there is a common cause, and I note that the high levels of rain are may be overloading the sewerage system causing leaks into rivers - this may be a source of transmission.

A debt-ridden, leaking, polluting industry, decades of underinvestment most shockingly illustrated by the scale of raw sewage dumping into rivers:

No single stretch of river in England or Northern Ireland is in good overall health.
Just 15% of English, 31% of Northern Irish and 50% of Irish river stretches reach good ecological health standards.
Toxic chemicals that remain in ecosystems for decades pollute every stretch of English rivers.
