This is a stormwater runoff pipe. When rain falls on road surfaces that do not allow water to be absorbed, the water then channels through runoffs on the side of the road and leads out of pipes like this which flow into streams and rivers. One of the problems with this method is that it can cause flooding of these streams and therefore destroy habitats for creatures that live on the stream. Runoff stormwater also carries with it many pollutants that it collects from road surfaces such as sediment, nitrogen, and bacteria, as well as trash and pesticides.
