Local at Lookout

After letting P001 get out of the way, local M721 pulls out of Wauhatchie Yard. Since I figured Wauhatchie was full & there was no where for them to run around, the dispatcher decided to have them pull up past Lookout & have them run around their train between Alton Park & Lookout so that they could head back north. 3-2-21
