Requirement 2 & 4

I used Shutter Priority to shoot this photo. I used F22 and set ISO to 100 to let the lowest light in possible to trade for a longer exposure time. In lightroom, I toned color temperature to the cold side a bit to get the blue-ish tone. Also, vibrancy and saturation are toned up by 10 to make the colors on the main objects pop out more.
