[WIP] The Dept. of Ag was built in a hole
One of the many aspects of the Department of Agriculture MOC that presented a challenge. The first floor of the building is actually below ground level. So I needed to create the building first and then build up the terrain around it...in essence, lowering the building.
So why is the Dept. of Ag in a hole? It goes something like this.
Ag officials: "We want to build our new administration building so that it extends to the center of the Mall."
Senate Park Commision: "You can't. It would violate the newly revised master plan for the National Mall. You need to move it back 300 feet from the center of the Mall."
Ag officials: "Well...we could do that, but we'll be losing a lot of space, so we want to make the building taller."
Senate Park Commission: "Okay, you can make it taller, but it can't be too much taller than existing or future buildings on the Mall. So you will need to make each floor slightly shorter."
Ag officials: "There's no way we are going to have the architects redesign the building to make it shorter."
Senate Park Commission: "Wait, here's an idea! You keep the building exactly as it is, but dig a 10 foot deep hole and put it in that. That way you have your building space and we a building that isn't too tall. Deal?"
Ag officials (sigh): "Deal."
